During his speech to the 2012-13 batch of Indian Foreign Service recruits, National Security Adviser Shivshankar Menon spoke encouragingly about their careers ahead. He touched upon challenges such as the rise of China, global instability, terrorism, globalisation and development.

The former foreign secretary, of course, could not ignore the Indo-US spat over the arrest and humiliation of India’s deputy consul general Devyani Khobragade in New York.
